Methodology
How this tool decides what EUDR Due Diligence Statement applies, the deadline and the TRACES NT path.
What this tool checks
- Scope — does Regulation (EU) 2023/1115 apply to your operation, commodity, HS code and EU placement country?
- Deadline — large/medium operators submit by 30 December 2026; micro/small by 30 June 2027 (Regulation (EU) 2025/2650, the deadline-extension act, OJ 23 December 2025).
- Country risk class — low / standard / high per the first EU country benchmarking, Commission Implementing Regulation (EU) 2025/1093 (adopted 22 May 2025, OJ 23 May 2025). The Annex lists the low-risk and the four high-risk countries explicitly; every country not listed is standard by default (Art. 29(3)).
- Submission path — simplified DDS, full DDS, collect-and-resubmit reference, or retain-reference-only depending on operator role and country risk.
- Penalty ceiling — Art. 25(2) floor of 4% of in-scope EU turnover.
- Record retention — Art. 5(3) requires five years from the placement date.
What this tool does NOT do
- It does not file a DDS in TRACES NT on your behalf.
- It does not validate geolocation polygons or upstream supply-chain evidence.
- It does not certify legal compliance and is not legal advice.
- It does not cover UK domestic regulation; UK-only placement is flagged out-of-scope.

- Annex I — Combined Nomenclature codes for cattle, cocoa, coffee, oil palm, rubber, soya, wood and derived products. This tool uses a partial subset of Annex I prefixes for triage; the authoritative line-by-line lookup is TARIC.

Legal-status caveat on the country benchmarking
The country benchmarking (Reg (EU) 2025/1093) is the operational list, but its methodology is politically contested: on 9 July 2025 the European Parliament adopted a non-binding objection to it (373–289). The classification may be revised. Where a “low / simplified” outcome would change what you do, confirm the current list on the Commission’s Green Forum before relying on it, and consider assuming full due diligence until the position settles.
